Summary

Mark/mesh-seed#231 "Discord Bot Foundation" is closed (2026-08-09, commit f382d36e47) but still carries the blocked:preflight label (current labels: ['blocked:preflight']). A closed issue retaining a blocked label is inconsistent state — same pattern as the in-progress-lock close-release rule in the forgejo skill: close should clear/replace blocked labels.

Reproduction steps

GET /api/v1/repos/Mark/mesh-seed/issues/231
Observe state=closed and labels=["blocked:preflight"].

Actual behavior

Closed issue #231 still shows blocked:preflight, implying the issue is blocked when it is actually closed.

Expected behavior

Remove the stale blocked:preflight label from #231 (and audit other closed issues in Mark/mesh-seed for the same pattern). No label mutation has occurred since close (verified 2026-08-09 and 2026-08-13).

Closing — the label-cleanup work tracked by this issue has been verified on remote.

Parent card t_37b984af (kilo-gsd-runner) removed blocked:* labels from 15 closed issues in Mark/mesh-seed (#231, #264, #263, #259, #258, #257, #255, #254, #245, #244, #240, #239, #236, #230, #226). Verifier card t_8ef09451 confirmed all 15 are clean of blocked:* labels as of 2026-09-18 (paginated GET /repos/Mark/mesh-seed/issues?state=closed — 6 pages scanned, 0 stale blocked:* remaining).

Closing via follow-up card t_634d315c (triage-runner). The ops-task label is stripped post-close (open-state marker, no longer meaningful); triage-approved is retained as the audit trail of how this work was dispatched.
