kilo-gsd is hard-gated on clean lint: ruff check . must exit 0 before any issue on this repo can be dispatched.

Failing lint (from ruff check .):

F401 [*] `json` imported but unused

Original tickets on this repo are held (blocked:preflight) until this issue is resolved. Fix every lint error so `ruff check .` exits 0, with no behavioral changes.
