Progress update:

Implemented in working tree:

Added load simulation harness: tests/load_test.py
- configurable count/concurrency/intent type
- local SQLite-backed claim/settlement pipeline metrics
Added chaos simulation harness: tests/chaos_test.py
- worker-kill fault injection
- retry/recovery validation with attempt-scoped settlement behavior
Updated TESTING.md to reference implemented load/chaos scripts.

Verification samples:

python tests/load_test.py --count 50 --concurrency 10 --type write_article
python tests/chaos_test.py --mode worker-kill --frequency 0.2 --count 50 --seed 11

Remaining to fully close #17:

CI workflow automation on push/PR
dedicated repo CI config for unit/integration/load/chaos scheduling

Added Forgejo Actions workflow: .forgejo/workflows/mesh-tests.yml
- triggers on push and pull_request
- runs ruff check .
- runs python -m pytest -q
- runs load smoke: tests/load_test.py
- runs chaos smoke: tests/chaos_test.py
Updated TESTING.md to document active CI path.

With prior additions (tests/load_test.py, tests/chaos_test.py), #17 acceptance is satisfied.
