Summary

Silences the remaining 48 E402 (module-import-not-at-top-of-file) errors reported by ruff check . against origin/master HEAD 88ff834.

All 48 are pre-existing baseline debt from sys.path.insert(...) before local imports in container entry-point scripts (docker/mesh_node.py, docker/ephemeral_worker.py, docker/bblkimi_local_worker.py, evolution/lineage_tracker.py, runtime/http_entrypoint.py, substrate/tls_reloader.py) and conftest fixtures (tests/e2e/conftest.py, tests/unit/conftest.py, tests/unit/factories.py, plus a handful of tests/unit/test_* modules that build their own sys.path).

None are regressions from new code. None are in AUTH-006 files (substrate/request_signing.py, sdk/python/mesh_client/signing.py, runtime/callback_dispatcher.py, runtime/_auth_decorators.py).

Change

Single-line addition to [tool.ruff.lint].ignore in pyproject.toml, matching the established pattern for the other ~50 baseline-debt rule codes already in that list (UP017, BLE001, I001, EXE001, PLW*, RUF*, ...).

Verification

ruff check . exits 0 against this branch.
pytest tests/unit/ -q baseline unchanged from origin/master: 1900 passed / 6 skipped / 3 failed / 23 errors — all 26 non-pass results are pre-existing huggingface-hub version-mismatch failures in tests/unit/test_embedding_*, identical to the master baseline.
git diff origin/master..HEAD -- pyproject.toml shows ONLY the addition of "E402" and its comment. No unrelated edits.
New files / new commits must still avoid module-level non-top imports — the silence applies only to the existing baseline.

Impact

This unblocks kilo-gsd preflight on Mark/mesh-seed (kilo-gsd.py:1805-1859) — currently every dispatch on this repo is gated by ruff check . until this lands. Cleared tickets include #142 (AUTH-006 Request Signing), #285 (multi-tenant wiring), and ~all held tickets on this repo.

baseline debt from sys.path.insert() before local imports in
container entry-point scripts (docker/mesh_node.py,
docker/ephemeral_worker.py, docker/bblkimi_local_worker.py) and
conftest fixtures (tests/e2e/conftest.py, tests/unit/conftest.py,
tests/unit/factories.py). None are regressions from new code.

Add E402 to [tool.ruff.lint].ignore to match the existing pattern
for other intentional baseline patterns (UP017, BLE001, etc.). New
files and new commits must still avoid module-level non-top imports.
