Phase-4 splitter landed in 5a1d111 (runtime/discord_response.py, commit local-only — NOT pushed to origin; #234 still open). Spec for the splitter acceptance (kanban t_e72a652c) is not fully met:

Missing split(text: str, limit: int = 2000) -> list[str] public API — only chunk_text() exists.
Markdown list continuity not preserved: paragraph/sentence/word splitter has no list awareness, so an oversized markdown list gets word-split mid-item.
Missing unit tests: exactly-2000-char boundary, nested code blocks (only single-fence covered).

Existing: 13 tests pass, ruff clean. Verify with pytest tests/unit/test_discord_response.py + ruff check on runtime/discord_response.py.
