Blocking factors:
Scope: medium Risk: low Spec: aligned Type: feature
Summary: Circuit breaker implementation for sibling mesh health monitoring — already fully implemented and tested (412 LOC, 23/23 tests passing, 100%)
Suggestion: This is already done — close issue #182. Code exists at runtime/circuit_breaker.py with MeshCircuitBreaker, CircuitBreakerProtectedGateway, health reporting, and full unit test coverage. Remaining integration work (wiring into cross_mesh_forwarding.py's FederationGateway) would be a separate, smaller follow-up issue if desired.
Rationale: The entire implementation exists, is tested, and has a completion doc declaring it production-ready. The only gap is integration into the live federation pipeline (cross_mesh_forwarding.py doesn't import it), but that falls outside the scope stated by the title and empty body. Setting scope=medium because the codebase already has a full module; risk=low because it's purely additive, doesn't touch core paths, and tests pass; spec=aligned with federation reliability goals.
Action: Review each blocking factor above. Remove
blocked:needs-decisionlabel to route back to triage.
