Progress update:

Implemented in working tree:

Writer capability now supports real Ollama generation path when configured:
- runtime/capability_execution.py
- uses MESH_OLLAMA_URL and MESH_OLLAMA_MODEL
- graceful fallback to synthetic content when unavailable
Added unit coverage for both fallback and ollama-enabled branch:
- tests/unit/test_capability_execution.py

Verification:

lint pass
full suite now 37 passing

Remaining for full closure:

Runtime validation with live Ollama model endpoint and quality checks against issue acceptance targets.
