Direct-fix for failing CI runs (latest: #6145, 17s, status=failure on sha 6c41977).

The workflow uses https://github.com//.git@vX URLs which force the runner to clone directly from github.com rather than the local data.forgejo.org mirror. The data.forgejo.org form is what Mark/osint-hub uses and what bare actions/checkout@v4 resolves to in working repos (PSCertPatterns, planish, forgeflow).

12-line conversion, no functional change otherwise. After merge, the next push to main should produce a green docker.yml run.

Convert all uses: URLs from https://github.com/<org>/<action>.git@vX to
https://data.forgejo.org/<org>/<action>.git@vX. The .git suffix on the
github.com form forces the runner to clone from github.com directly
(runner log: 'git clone https://github.com/actions/checkout.git' instead
of the data.forgejo.org mirror). Verified the runner can reach both
hosts but the .git suffix form has been failing every run since
June 2026; the data.forgejo.org form is what Mark/osint-hub uses and
what Mark/PSCertPatterns / AuWoMe/planish / AuWoMe/forgeflow use
successfully (bare actions/checkout@v4 short form also works).

Forgejo 13.0.4 logs API 404s on /actions/runs/{id}/jobs and /logs,
so I diagnosed from run duration (17s = runner-wedge) and the
runner container's logged git-clone commands. Latest failing run
is #6145 on sha 6c41977 (the current main HEAD).
