Replaces .forgejo/workflows/ci.yml with a self-contained shell/container workflow that does not depend on GitHub-hosted JS actions (which fail at "Set up job" because actions/checkout@v4 and friends cannot be downloaded from this Forgejo runner).

Recipe provenance: t_b55e19fa (proven on AuWoMe/Drift), applied here as part of fan-out t_a8bf9ee3. Inventory of working container images / action mirrors: t_8ef56cda, t_f96c565c.

Why: pre-rewrite runs on this repo are all status=failure or cancelled at "Set up job" — the JS checkout step times out. The rewrite pins the runner container to an image with the toolchain pre-installed, replaces actions/checkout@v4 with apt-get install -y git + git clone --depth 1 from the local Forgejo mirror, and drops any actions/setup-python@v5 / actions/setup-node@v4 / actions/setup-java@v4 in favor of the container's pre-installed toolchain.
