All Phase 1 infrastructure was already in place — no code changes needed:

package.json: vitest@^3.2.0, jsdom@^26.0.0, @testing-library/react@^16.3.2, @testing-library/jest-dom@^6.9.1, @testing-library/dom@^10.4.1, @vitest/ui@^3.2.0 all installed
vite.config.ts: test config with globals: true, environment: "jsdom", setupFiles: ["./src/__tests__/setup.ts"], css: true
setup.ts: imports @testing-library/jest-dom/vitest for matcher extensions

Verification: vitest run passes all 61 test files / 349 tests.
