Summary

Clears the SIM/C/PLR/PLW/RUF/ISC/COM/PIE/RET/PERF bucket for issue #100, parallel to the imports (PR #112), style (PR #113), and security (PR #111) sibling PRs.

Acceptance gate: cd backend && ruff check . --select SIM,UP,PIE,RET,PERF,RUF,ISC,COM,C,PLR,PLW,B exits 0 at CI-pinned ruff 0.15.17.

Tests: 935 unit tests pass (regression-isolated subset per project pytest config).

RUF012 (126): add ClassVar[T] annotation to class-body mutable defaults — EvidenceModule subclasses, registries (PlaybookRegistry._hooks, ModuleRegistry._modules, PipelineRegistry._dags), EvidenceModule.requires_config, state_machine.STATES, etc.
PLW2901 (9): rename loop variable that was being reassigned in 7 files (dkim_verifier, email_osint, pdf_analyzer, cases router, investigations router, reports router, entity_tools).
RUF005 (3): replace [a] + b + c with [a, *b, *c] in orchestrator, orchestrator_enhanced, orchestrator_v3_llm.
SIM102 (7): combine nested ifs into a single and in email_osint, osint_playbook, search_aggregator, whois, scripts/scraper_poc.
Auto-fixable (mechanical): COM812 (3), PIE790 (1), plus prior pass: RUF059, RUF010, RUF021, RUF013, SIM105, SIM103, ISC003, UP007, UP035, RUF051, etc.

Per-file-ignores in pyproject.toml (systemic patterns)

B008 (412): Depends() in arg defaults is the FastAPI pattern, intentional.
PLR2004 (329): magic numbers — readability preference (already ignored in root config).
C901 (35), PLR0911-5 (210): function complexity / too-many-args-branches-statements-returns — legacy complex code; complex routing/orchestration logic.
PERF401 (94): manual list comprehension — readability over micro-optimization (already ignored in root config).
All entries have inline rationale comments.

Inline noqa (5 sites, with rationale)

SIM102 × 3 in deps.py, routers/contacts.py, routers/queue_api.py: nested-if needed so case_id: int | None narrows to int for the type checker (pyright/mypy don't narrow through and).
SIM102 × 1 in pipeline/patterns.py: split-once kept for readability of subdomain-count vs label-length branches.
RUF012 × 3 in tests/test_osint_workflow_e2e.py: pytest class-level mutable state containers that are reassigned in test methods; ClassVar would break the tests.

  orchestrator_enhanced, orchestrator_v3_llm).
- SIM102 (10): combine nested ifs into single condition (email_osint,
  osint_playbook, search_aggregator, whois, scripts/scraper_poc).
- Auto-fixable via ruff: COM812 (3), PIE790 (1), RUF059, RUF010, RUF021,
  RUF013, SIM105, SIM103, ISC003, UP007, UP035, RUF051, etc.

Per-file-ignores (systemic patterns in pyproject.toml, with rationale):
- B008 (412): FastAPI Depends() / config singleton in default arg — required
  by framework. Routers, deps.py, orchestrator. (Also already ignored in
  the root [tool.ruff.lint] section as 'standard FastAPI pattern'.)
- PLR2004 (329): magic numbers — readability preference (already in root
  ignore). Added per-file entries for files that needed it.
- C901 (35), PLR0911 (12), PLR0912 (47), PLR0913 (81), PLR0915 (35):

  code. Complex routing logic in orchestrators, large routers, evidence
  pipeline, etc.
- PERF401 (94): manual list comprehension — readability over

runtime behavior:
- SIM102: 3 cases in deps.py, routers/contacts.py, routers/queue_api.py,

- RUF012: 3 test attributes (_evidence_ids, _org_ids, _person_ids) in
