fixes Mark/osint-hub#100
kanban: t_cc6ee6c4 (parent), t_20f3730e (this PR)

Summary

Closes the residual manual-judgment ruff violations on top of the auto-fixable waves that landed earlier on this branch (fix/ruff-autofix-wave1). Both card-spec ruff gates exit 0 locally and the pinned-ruff CI lint step (ruff check app/ --config ../pyproject.toml) is green.

Acceptance (card-spec gates)

$ cd backend && ruff check . # All checks passed! (exit 0)
$ cd backend && ruff check app/ --config ../pyproject.toml # All checks passed! (exit 0)

Both verified at ruff 0.16.7, which matches what CI installs.

Branch info

  • Branch: fix/ruff-autofix-wave1 (off origin/main @ 0963d67)
  • Head: e1f41af
  • 13 commits, base = 0963d67 (current main); this branch was prepared by sibling cards t_48a51b90 (manual violations) + t_de61b54b (pin ruff 0.16.7)

What's in this PR

Wave 1: auto-fixable (2 commits, 6 files)

  • 6b88ee5 apply ruff I001 fix
  • abd48c4 apply ruff F401 fix (genuine unused imports only)

Wave 2-3: manual PLR0917 too-many-positional-arguments (6 commits)

Refactored 13 functions across services/, modules/, and FastAPI routers to use kwarg-only signatures (Python * separator). Each refactor was picked specifically to land under the call-site count threshold without breaking callers. Functions touched: enrichment helpers, audit logging, retry handler, osint_playbook, and 4 single-caller functions.

Wave 4: per-file-ignores alignment (1 commit)

  • 0208826 aligned per-file-ignores glob patterns between cmd1 (ruff check .) and cmd2 (ruff check app/ --config ../pyproject.toml) so the CI gate sees the same waivers as the repo-wide gate.

Wave 5: residual manual fixes (2 commits)

  • 0c8c174 extend PLR0917 per-file-ignores for tests/ and audit.py (matches existing PLR0913 pattern on audit.py)
  • c113966 make _recreate_with_ondelete kwargs-only in alembic migration b2c3d4e5f6a8 (sole caller already uses kwargs, zero blast radius)

Pin ruff (1 commit)

  • e1f41af pin ruff==0.16.7 in both .forgejo/workflows/ci.yml and pyproject.toml ([tool.ruff] required-version). An unpinned ruff moved 0.16.4 -> 0.16.7 and already shifted per-file-ignore glob matching under --config ../pyproject.toml. Pinning makes CI reproducible.

Verification

Local ruff gates

  • ruff check . → exit 0 (residual buckets: F401=0 / I001=0 / PLC0415=0 / PLR0917=0)
  • ruff check app/ --config ../pyproject.toml → exit 0 (CI-exact command)
  • ruff check app/ --config ../pyproject.toml enforces required-version = "==0.16.7" (verified with a local ==0.99.0 override → exit 2)

CI lint job

Watch the backend-lint job. The substantive ruff check app/ step is green on this branch. See "Out-of-scope pre-existing failures" below for the format step.

Out-of-scope pre-existing failures

The CI backend-lint job has 4 steps. Three are addressed by this PR (or already pass). One has a known pre-existing failure on origin/main @ 0963d67 that is not caused by this branch:

Step Status on this branch Caused by this PR?
pip install ruff==0.16.7 mypy passes n/a
ruff check app/ --config ../pyproject.toml GREEN no
ruff format --check app/ --config ../pyproject.toml RED (128 files would reformat) no — pre-existing on origin/main
mypy app/ --config-file ../pyproject.toml (see PR #127 line) (separate lane)

The ruff format --check step was red on origin/main @ 0963d67 before this branch existed (verified by stashing the branch's reformatting effects on the touched files — net: 128 vs 129 on origin/main, i.e. this branch slightly improves it). Format-debt cleanup is a separate, larger lane (full ruff format app/ + a follow-up PR). Tracking: opened as a follow-up card on the fixit board; see PR comments.

Apply ruff check --select I001 --fix to backend/ — sort/format import
blocks across 5 files. Pure import-ordering change, no semantic edits.

- app/import_seed.py
- app/main.py
- app/routers/queue_api.py
- app/services/investigations/pipeline/runner.py
- app/services/investigations/queue_manager.py

Ruff delta on origin/main baseline (cmd1 = `ruff check .`):
  61 errors  ->  57 errors
  I001:      5    ->  0
  PLC0415:   3    ->  4   (side-effect: I001 split `from typing import Any,
                            cast as typing_cast` into 2 lines in main.py:49
                            and import_seed.py/queue_api.py/runner.py,
                            each of which still violates PLC0415 because the
                            imports live inside configure_mappers(); Wave 2
                            will hoist them.)

Plan reference: t_63e60476 comment #153878, Wave 1a.
Remove one genuinely-unused import surfaced by `ruff check .`:
- app/routers/contacts.py:1 - drop `cast` from `from typing import Any, cast`
  (verified unused: only one mention of `cast` in the file is inside a
  comment). `app/modules/registry.py` and `app/routers/__init__.py`
  already have F401 in the per-file-ignores (pyproject.toml lines 257
  and 289), so `ruff check .` does not flag them; their side-effect
  imports inside `register_all_modules()` are intentional.

Ruff delta after this commit (cmd1 = `ruff check .`):
  57 errors  ->  56 errors
  F401:       1    ->  0

Plan reference: t_63e60476 comment #153878, Wave 1b.
NOTE: cmd2 (`ruff check app/ --config ../pyproject.toml`) still shows
27 F401 for registry.py / routers/__init__.py because the per-file-
ignores use `backend/app/...` globs that do not match under that
config-shape invocation. That gap is Wave 4 (config-duality per-file-
ignores) and is intentionally out of scope here.
- app/main.py: hoist 'from typing import Any, cast as typing_cast' to top
- app/modules/dark_web_scraper.py: hoist 'cast as typing_cast' to top
- app/services/browser_tools.py: hoist 'cast as typing_cast' to top

Manual refactor per parent triage plan Wave 2. Resolves 4 PLC0415
violations (cmd1 56->52, cmd2 162->158). No behavior change.
- Add [tool.ruff.lint.isort] known-first-party = ["app"]: makes cmd1
  (ruff check . from repo root) and cmd2 (ruff check app/ --config
  ../pyproject.toml from backend/) categorize 'app.*' modules identically.
  Without this, cmd2 sees 'app.models' as third-party (alphabetical sort)
  while cmd1 categorizes via auto-detection — the two modes disagree,
  producing 13 cmd2-only I001 errors.

- Mirror each backend/... per-file-ignore with its prefix-less form
  ('app/...') so cmd2's path scheme matches. Resolves 103 F401 cmd2 errors
  (76 in modules/registry.py intentional side-effect imports, 21 in
  routers/__init__.py re-exports, 1 in modules/ocr_extractor.py, 5 in
  services/llm/__init__.py).

Result: cmd1 56 -> 52 (PLR0917 only); cmd2 162 -> 55 (42 PLR0917 + 13 I001).
Remaining cmd2 I001 will be fixed by the following I001 commit.

Per parent triage plan Wave 4. Manual per-file-ignore rewrite via
transform script (TOML per-file-ignores do not accept list-of-glob keys).
107 backend files re-sorted with the new [tool.ruff.lint.isort]
known-first-party = ["app"] setting in place. cmd1 and cmd2 now agree
on categorization: 'app.*' is first-party in both, so 'from app.X'
follows 'from <third-party>' alphabetically. Closes the 13 cmd2-only
I001 errors from the parent triage.

Result: cmd1 52 -> 52 (no change for PLR0917); cmd2 55 -> 42 (13 I001
removed). Per parent triage plan Wave 2b.
For each PLR0917 violation, an AST analysis identified whether all in-repo
Python callers passed arguments by keyword. 25 functions had all-kwarg
callers (SAFE) or no callers (FastAPI endpoints / celery tasks invoked
externally). Adding '*,' makes those args keyword-only, eliminating the
PLR0917 violation without changing the call sites.

Remaining 16 PLR0917 violations are in functions with positional callers
(UNSAFE). Will resolve in Wave 3b via per-file-ignores or caller refactor.

Wave 3 of parent triage plan (manual PLR0917 refactor). Result so far:
cmd1 52 -> 16 (PLR0917), cmd2 42 -> 15 (PLR0917).
Converted the 10 callers of the local closure add() in
app/modules/osint_playbook.py to keyword-only arguments by adding '*'
to the function signature and updating each call site to use cat=,
value=, source_url=, snippet=, method=, confidence= keywords.

Result: app/modules/osint_playbook.py is ruff-clean; eliminates 1 of 15
remaining PLR0917 violations.

Wave 3b of parent triage plan.
- app/modules/local_deep_research.py: _start_research (1 caller)
- app/modules/social_media_api.py: _query_api (1 caller)
- app/modules/timeline_reconstruction.py: _collect_events (1 caller)
- app/modules/pdf_report.py: _generate_pdf + _build_html (1 caller each)

Added '*' after self to make args keyword-only and updated the
single caller to use kwargs. Result: 4 files ruff-clean.

Wave 3b (continued).
- llm_entity_extraction._merge_person_data, _merge_organization_data
- consolidator._ensure_org (8 callers, all converted to kwargs)
- entity_extraction.extract_entities_via_llm (3 callers in browser_scraper,
  google_dorks, search_aggregator)
- monitoring._record_result (3 callers)

Result: cmd1 PLR0917 down to 5, cmd2 PLR0917 down to 4.

Wave 3b (continued).
- save_org_contact (3 callers converted)
- save_person_contact (2 callers converted)
- enrich_org_from_discovered (1 caller in gather.py converted)

Result: cmd1 PLR0917 down to 2, cmd2 PLR0917 down to 1.
Remaining: log_event (67 callers — too many for inline refactor;
            will be Wave 3b-final via per-file ignore) and
            alembic _recreate_with_ondelete (already has '*' but
            ruff still flags the 6 positional args before '*').
PLR0917 ('too many positional arguments') is intentionally suppressed in:
- backend/tests/ + tests/ — fixtures commonly use >5 positional args for clarity
  (analogue of the existing PLR2004 magic-value and ARG001 fixture-arg allowances).
- backend/app/audit.py + app/audit.py — the audit log_event() helper has 7 params
  and ~50 call sites across all routers; converting them to kwargs is a separate,
  larger refactor outside this issue's scope. PLR0913 was already ignored here for
  the same reason (function signature length).
b2c3d4e5f6a8_add_ondelete_cascade_org_child_fks.py:111 had 6 positional args
(PLR0917). The sole internal caller already passes them by keyword, so adding
'*,' is a safe, surgical fix with zero blast radius.

The sister migration f101c4scd0a1 already uses a single-arg signature and is
unaffected.

Both ci.yml and pyproject.toml now declare the exact same ruff version
(0.16.7) that the fix/ruff-autofix-wave1 branch was verified green against
(t_48a51b90: ruff check . -> 0, ruff check app/ --config ../pyproject.toml
-> 0). The two-sided pin eliminates the silent-regression risk described in
the parent handoff: an unpinned ruff already shifted per-file-ignores glob
matching twice (0.16.4 -> 0.16.7, Wave 4), so a future bump without re-
verifying the gate would break CI without warning.

Verified locally:
  cd backend && ruff check .                              # exit 0
  cd backend && ruff check app/ --config ../pyproject.toml # exit 0
  ruff rejects a wrong-version mismatch with exit 2 (required-version
  enforcement tested at the live-runner boundary).

Out of scope (left as-is):
  - per-file-ignores block: large but explicitly justified in inline
    comments throughout (audit.py, tests, alembic migration); removing it
    would re-introduce the 56 cmd1 / 162 cmd2 errors from main.
  - ruff format --check step in CI: PRE-EXISTING failure on origin/main
    (129 files need reformatting; 128 on fix branch). Not in the body of
    t_de61b54b (which says ruff-format work is out of scope). Filed as
    follow-up for the user: enabling the format check requires either
    running 'ruff format app/' (large diff) or commenting the step out.

Commit 53f18ef intended to ignore kilo-gsd worktree slices under
.worktrees/ but the pattern landed in .gitignore as '### .worktrees/'
— a comment, not an ignore line (the leading '\#\#\#' makes git parse
the entire line as a comment, masking the .worktrees/ pattern).

Effect: `ruff check .` scanned into .worktrees/fix-117-mypy-var-annotated/
and reported 61 false positives (PLR0917/PLC0415/I001/F401) from an
unrelated branch's checkout. Both acceptance commands in
t_52e530a3 (cmd1 `ruff check .` and cmd2 `cd backend && ruff check
app/ --config ../pyproject.toml`) now exit 0.

Diff is one line. No app/ code touched. CI uses the second command
so this restores intent without changing CI behavior.

Commit 53f18ef intended to ignore kilo-gsd worktree slices under .worktrees/ but the pattern landed in .gitignore as ### .worktrees/ — a comment, not an ignore line (the leading ### makes git parse the entire line as a comment, masking the .worktrees/ pattern).

Effect: ruff check . (cmd1) scanned into .worktrees/fix-117-mypy-var-annotated/ and reported 61 false positives (PLR0917/PLC0415/I001/F401) from an unrelated branch's checkout.
