Phase 6 synthetic test for the triage-runner decompose disposition.

This issue is intentionally large. The runner should: (1) read the body, (2) split the work below into N=3 child issues on this same repo (org_mode), (3) post a comment on this parent listing child numbers, (4) PATCH this issue with state=closed, (5) complete the kanban card with summary mentioning the child numbers.

Child work to extract:

A. triage-aware-runner module comment — write a 1-paragraph overview of the runner's dispose() flow, suitable for pasting into a module docstring.
B. SOUL.md verification checklist — produce a small checklist that captures the on-disk invariant: profile.yaml description line, SOUL.md stance shape (not enumeration), run.sh parses Repo+Issue, no verb, exits one verb.
C. Plan doc refresh — update docs/plans/2026-09-16-triage-aware-runner-phase.md to mark Phase 5 as resolved with the in-bounds shape (children via Forgejo, closure via PATCH, kanban complete with summary).

Do not commit any of A/B/C yourself; this issue is purely a routing test for the decompose path.
