Kilo 35f41630ae omp-config#2: add plan file and full pre-commit guard 
- Add .kilo/plans/omp-config-2-evaluate-pre-commit-hooks.md referencing issue #2
  so the verify gate can locate an issue-specific plan.
- Expand .githooks/pre-commit from a single yamllint run to a full guard:
  merge conflict markers, >1 MiB files, trailing whitespace, and per-file
  yamllint -c .yamllint for staged YAML.
