Implementation of META-001 cross-mesh federation protocol v1 landed in PR #275 (commit f292cce on docs/cross-mesh-federation-design).

Delivered: envelope codec (runtime/federation_protocol.py), ed25519 credentials + TOFU (federation_credentials.py), hello/challenge/response/ack handshake (federation_handshake.py), message router (mesh_federation.py / cross_mesh_forwarding.py), HTTP /v1/federation/* transport (http_entrypoint.py), demo harness (scripts/demo_federation.py), ledger migration 0004, feature flag federation.enabled (default false).

Verified 2026-08-14: 62 unit tests + 8 integration tests pass, ruff clean, demo shows two meshes federating end-to-end (discovery -> handshake -> intent round-trip -> secret rotation). CI note: mesh-seed has no online Actions runner (runs queue in waiting); local gate set is the evidence.
