Closed as Duplicate / Deprecated

This issue is being closed as the starvation problem is now handled by INFRA-007 (worker_factory registration).

Why this is no longer needed:

  • worker_factory is now registered in bootstrap.yaml
  • worker_factory provides catch-all handling for unmatched intents
  • When no workers exist for an intent type, infrastructure routes to worker_factory
  • worker_factory spawns new workers to handle the demand

The starvation issue is resolved by:

  1. Having worker_factory registered as a catch-all worker
  2. Infrastructure routing unmatched intents to worker_factory
  3. worker_factory provisioning new workers dynamically

Status: No code changes needed - resolved by INFRA-007 implementation.
