Problem

Need a configuration gate to restrict intents to official/proper pathways.

Scope (MINIMAL)

Add intent_gate config section to mesh config
Create simple check at intent entry point: reject if not from allowed pathways
Default to disabled (backward compatible)

Config gate can be enabled/disabled
Strict mode rejects non-pathway intents

Status: Session killed after 10min idle (kilo-auto/free model unavailable / unresponsive).

Work recovered: Partial WIP stashed as stash@{0}: wip-quickfix-mesh-seed-107-recovered on master. Includes:

substrate/gates.py rewrite (116 lines changed)
tests/unit/test_gates.py expansion (160 lines changed)
runtime/intent_router.py, runtime/prometheus_metrics.py
docker/mesh_node.py, docker/starvation_monitor.py
helm/mesh-seed/values.yaml, monitoring/*
New files: docker/semantic_bidder.py, substrate/conversational_memory.py, k8s/hpa.yaml, monitoring/alertmanager/, AUTH-006_FINDINGS.md, DISCORD_INTEGRATION_RESEARCH.md

Issue state: Closed, in-progress removed, blocked:needs-decision applied. Note: blocked:needs-attention label does not exist on this repo — used blocked:needs-decision instead.
