Workflow was hitting Forgejo's default 6-minute job timeout on cold
runs. package-lock.json resolves packages across both registry.npmjs.org
and registry.npmmirror.com (~130 deps), which can stretch a fresh
`npm ci` past the default cap. Bumping the job timeout to 20 minutes
gives cold-cache installs headroom, and --prefer-offline / --no-audit /
--no-fund reduce registry pressure on warm runs.
