Closed. AGENTS.md shipped in commit 5a02da5 (this dispatch). Makefile + README Quickstart shipped earlier in 7aab5b5 (parallel triage-runner dispatch). LICENSE shipped earlier in #5. Verified make ci exits 0 end-to-end on origin/main.
