ci: use bash shell for steps that use mapfile

The Forgejo Actions runner executes `run:` scripts with `sh -e` by
default. On the catthehacker Ubuntu image, `sh` resolves to Dash,
which doesn't support `mapfile` or process substitution, so the
Shellcheck and Python syntax-check steps died with
`Syntax error: redirection unexpected`. Pin `shell: bash` on the
Shellcheck step (which uses mapfile); the Python syntax check works
fine because sh handles its command, but standardize `set -euo pipefail`
while we're here.

Closing this PR as part of repo flattening (parent kanban card t_74fbb28b).

The branch's fix is stale relative to main: main now carries commit 7254f89 ("ci: pin shell: bash on Python syntax check") which addresses the same root cause (Dash sh on the Actions runner not supporting mapfile/pipefail) by pinning shell: bash on the Python syntax check step. The branch's shell: bash pin on the Shellcheck step is the same pattern.

Closing PR and deleting source branch fix/ci-t_194de1fe. The work in this PR is preserved in git history on the branch's head SHA 6ebb0d05.
