Mark Whaite 925c27a7c4 Add pre-commit hook for simple-repo checks (awm-v1-0-4#1) 
- .githooks/pre-commit: blocks GSD/secrets commits, runs shellcheck/markdownlint/yaml-parse when available
- Set core.hooksPath to .githooks (local to this repo)
- Co-locates with existing .pre-commit-config.yaml per issue guidance for simpler repos
