The issue-17 plan lists services/web/src/components/WebhooksManager.tsx and docs/webhooks.md as deliverables; neither exists, and the frontend has zero webhook references.

Reproduction:

Search the repo for WebhooksManager.tsx or docs/webhooks.md — not found.
Search services/web/src for any webhook reference — none.
Open the web UI — there is no way to create, list, or delete webhook subscriptions.

Expected: a WebhooksManager component in the web frontend (per plan) and docs/webhooks.md documenting setup; users can manage webhooks from the UI.
Actual: no UI surface and no docs; webhooks are only reachable via raw API calls.
