Overseer Research Complete

Phase: Research (recovered from rate_limited — switched from opencode/deepseek-v4-flash-free to manual code inspection)

Findings:

  • Case-level access control is already fully implemented
  • CaseAccessService (100% coverage), require_case_access dependency, CaseMembership model all in place
  • All 14 routers have case-level access checks
  • Related issues #52 (Research) and #53 (Plan) are closed
  • 82 unit tests + 32 router-level access control tests all pass
  • The only remaining blocker was a process/triage decision, not a technical issue

Resolution: Closing issue — implementation was already completed in prior phases.
