CI: Docker build-push action fails

Symptom

The docker.yml workflow uses docker/build-push-action@v5 which is incompatible with Forgejo's act_runner in container mode. The build fails during the Docker action setup phase.

Context

Same root cause as GSD2_PM's Docker issue — third-party Docker GitHub Actions don't work on Forgejo's self-hosted runners. The runner connects to Podman via a TCP proxy, not direct Docker socket.

Suggested fix

Replace docker/build-push-action@v5 with native Docker CLI commands in the workflow.
