Sub-issue of #119 (decomposed 2026-07-02).

Slice S3: Persist records into the Dexie tables added by #108 (bluetoothProximityRecords, wifiNetworkRecords)

Out of scope (per parent): iOS, cell-tower/passive GPS triangulation.

Depends on #108 (already shipped) for the Dexie table shapes.
