Sub-issue of #119 (decomposed 2026-07-02).

Slice S2: Periodic scanner at configurable interval; BT (BluetoothLeScanner) + WiFi (ScanResults)

Out of scope (per parent): iOS, cell-tower/passive GPS triangulation.

Depends on #108 (already shipped) for the Dexie table shapes.
