Problem

raster_converter.py has the same 10-line RGB conversion block copy-pasted 4 times (lines 74, 597, 640, 696).

Proposed Fix

Extract to a shared _load_as_rgb() helper method.

Impact

Code dedup; ~4x faster for preprocess_image pipeline.
