Severity: P2.

GUI test observation (live browser, 2026-07-13):

Navigate to /workspace, upload SVG, Auto-Digitize succeeds (200 OK)
Click Confirm & Edit -> appState advances to "digitized"
Bottom bar shows "Total: 1 stops | 1.0 yards" (working!)
Click Export PES button in top toolbar -> nothing happens
- No dialog renders (checked DOM: no [role=dialog], no portal, no overlay)
- Same behavior in any appState (uploaded, digitizing, or digitized)

ExportDialog exists in codebase (src/components/workspace/ExportDialog.tsx, tests pass). handleExport dispatch at useWorkspace.ts:174 calls SET_EXPORT_DIALOG. Dialog is gated behind a condition that never matches in practice.

Related: #25 tracks the backend /v1/export stub. This is the frontend half.

Acceptance: clicking Export PES produces visible UI feedback (dialog, toast, or message) regardless of appState.
