Parent-Issue: #119

Part of the Settings modal implementation (parent #119 covers the full modal). This child is the Thread library entry-point section.

Scope

Add a Thread library section to the Settings modal at src/pages/Workspace.tsx:335-357. The section is a launcher / entry point into the existing thread-library-CRD flow — does not implement thread CRUD itself, but links out to the right place.

Acceptance

Section is a Collapsible matching the right panel's Design Settings pattern.
Shows current thread count and a "Manage threads…" button.
Clicking "Manage threads…" navigates to the thread library page (or opens the existing thread-library modal/dialog — see related work for that issue).
Existing 480px modal width, role="dialog", aria-modal, data-testid, backdrop click + Close are preserved.
A Playwright regression test confirms: open Settings → click Manage threads → thread library view is shown.

Out of scope

Thread library CRUD itself (separate issue). Background color, color simplification preview, default render scale, default undo history depth, grid visibility. Those are separate children of #119.
